تسعى هذه الدراسة لرصد القضايا المتعلقة بأنظمة الضمان الاجتماعي والتأمينات الاجتماعية عامة وتعويضات التقاعد والمعاشات ونهاية الخدمة بصورة خاصة مع مراعاة التشريعات المعمول بها حالياً واقتراح توصيات قابلة للتطبيق على المدى المتوسط. لذا فهي تهدف في فصولها الأربعة التالية والخاتمة إلى تحليل ما يلي:
-يقدم الفصل الأول تحليلاً أولياً للوضع الاجتماعي والاقتصادي الحالي من أجل تحديد الميزات الاقتصادية الاجتماعية والخصائص التي قد تؤثر على إمكانيات الإنماء من النواحي الديموغرافية والاقتصادية والاجتماعية.
-يعرض الفصل الثاني أوضاع التقديمات المنفذة حالياً، والمؤمنة إلى الأجير في البلدان العربية.
-يعرض الفصل الثالث الإطار الحالي لنظام التقاعد والمعاشات وتعويض نهاية الخدمة أو الدفعة الواحدة.
-يقدم الفصل الرابع واقع الهيكلية المؤسساتية والإدارية الحالية لأنظمة الضمان الاجتماعي والتأمينات الاجتماعية في البلدان العربية.
-في الخاتمة يتم عرض التطلعات المستقبلية في قطاع الضمان الاجتماعي والتأمينات الاجتماعية وأنظمة التقاعد والمعاشات والتعويضات.
