يدور موضوع الكتاب حول مسألة ولاية الفقيه المطلقة وما يرتبط بها من القيام المسلح ضدَ سلاطين الجور كما أسماهم المؤلف وأقامة الحكومة الإسلامية العادلة في زمان الغيبة. وكما هو معلوم فان ولاية الفقيه في الفقه الشيعي هي ولاية وحاكمية الفقيه الجامع للشرائط في عصر غيبة الإمام الحجة، حيث ينوب الفقيه عن الإمام الغائب في قيادة الأمة وإقامة حكم الله على الأرض.
وفي هذا المجال إعتبر مؤلف الكتاب أن "مسألة الحاكمية وإقامة الحكومة الإسلامية العادلة بنصب الحاكم العادل من أهم المسائل الإسلامية، وقد وردت الأدلة النقلية من الآيات والروايات مؤكدة عليها ودالة على وجوبها، تطبيقاً للشريعة الإسلاميَة (...)".
وفي سياق الكتاب يذكر المؤلف صفات الحاكم وأهم العوامل التي تقوم عليها مسألة ولاية الفقيه، والإختلاف بين الفقهاء في النظر إلى هذه المسألة مثل السيد الخميني، الأنصاري، النائيني، الخوئي، التبريزي وآخرون، كل ذلك جاء في بيان أهمية مسألة ولاية الفقيه وما يرتبط بها من مسائل.
