تفرد شيخ الإسلام ابن تيمية بخصائص لم يؤتها علماء زمانه منها التدخل في سياسة الدولة، وتوجيه النصح إلى السلاطين، دون خوف، لما فيه مصلحة المسلمين فقد رغب عن وظائف الدولة وعفّ عن عطايا الملوك والأمراء، فلم يستذل لهم. وكان يعلم ما جعله الإسلام للعلماء من مكانة ورفعة وعزة، فحافظ على مكانته وعزته، وصان علمه عن النفاق والخضوع والمسايرة، لأنه كان يحس أن من الأمانة أسداء النصح لهم إذ أخطأوا، أو تهاونوا. والرسالة التي هي بين يدي القارئ هي أنموذج رائع من التوجيه والتحذير والإرشاد. اقتضى ابن تيمية فيها آثار السلف الماضي، في الأمر بالمعروف.
وكان القرن الثامن الهجري قد عرف من الأمرين بالمعروف أيضاً العزّ بن عبد السلام والإمام النووي أرسل ابن تيمية هذه الرسالة إلى الملك الناصر محمد بن قلاوون، أحد سلاطين المماليك بمصر، الذي تولى السلطنة سنة 693 هـ. ثم تغلب عليه المظفر الجاشنكير، وكان عدوّاً لشيخ الإسلام، وهو الذي حبسه بالإسكندرية، ثم عاد الناصر إلى السلطنة، وأطلق الشيخ من سجنه، وقرّبه وعظّمه، وقام بالصلح بينه وبين علماء مصر الذين اعترضوا عليه. ثم تعبت الصلة بين الناصر وشيخ الإسلام قائمة على الود والنصيحة، فترة من الزمن. لذلك نراه يرسل للناصر رسائل عديدة فيها نصح وتوجيه، وفيها أخبار كثيرة تغيره، منها هذه الرسالة، ومنها رسالة عن جهاده في كسروان، بلبنان، ضد الروافض. ويدور موضوع الرسالة حول غزو التتار بلاد الشام في آخر القرن السابع، وفيها حث السلطان على المبادرة إلى الجهاد، وقتال التتار، قبل أن يهاجموا بلاد المسلمين.
