سنحرص في هذا الكتاب على التَّطرُّقِ إلى ما أتى به القانون رقم 81/ 2018 والذي شكل نقلة نوعيَّة في التشريع اللبناني، في ما خص المعاملات الإلكترونيَّة والبيانات الرقميَّة بصورة عامَّة، والذي من البديهي أن يكون لها إنعكاساتها الأساسيَّة في مجال مكافحة جرائم المعلوماتيَّة وملاحقة المساهمين فيها، مُشرِّحينَ إيَّاه بما يتلاءم مع المواضيع المطروحة، حرصاً على تسلسل إدراج الموضوعات والمسائل التي نرى فائدة في التطرُّق إليها أو إثارتها.
كل هذه الإعتبارات أملت علينا تقسيمَ هذا الكتابِ وفقَ تقسيمٍ ثنائيِّ الطابعِ، تمت مراعاتُهُ إلى حد كبير، بحيث قسَّمنا الكتاب إلى بابين متوازنين من حيث الشكل والمضمون، متقابلين من حيث المضمون، عرضنا في الأول لمعالم العالم السَّيبراني الإفتراضي مُركِّزين على خصائصه ومكوِّناته، والمَخاطِر الكامنةِ فيه، وخصصنا الآخرَ لعرضِ أطر المُكافَحَة، بما تنطوي عليه من تحدِّيات وجهودٍ مبذولة على المُستويين الدَّولي والمَحلي، كما لخصوصيَّة مُلاحَقَةِ هذا النَّمَط الإجرامي، إن كان خِلالَ مرحلة ما قبل المحاكمة أم خلال إجراءات المحاكمة، وقد استهلَّينا الكتابَ بهذه المقدَّمَةِ تسهيلاً على القارئ، ومن ثم خصصنا فصلاً تمهيدياً تناولنا فيه شرح الإطار المفاهيمي الخاص بنُظم تكنولوجيا المَعلوماتِ، بما في ذلك الحاسِب الألي وشبكةِ الإنترنت ومتمماتِهما، وبعد أن انتهينا من تناولنا لمُختلفِ العناوينِ المُدرجة في فهرسِ المواضيعِ أنهيِنا الكتابَ بخاتِمةٍ ضمَّناها ما توصلنا إليه من إستنتاجاتٍ، وما خلُصنا إليه من مُقترحات، يمكن لطالبي العلم وللباحثين القانونيين التزود بما ورد في متنها، كما يمكن لصُنَّاعِ القرار الإستئناسِ بما ورد فيها، آملين أن يشكل هذا الكتاب مرجعاً بالنسبة للمُهتمين بالتَّصدي للجرائم المعلوماتيَّة، ومُلاحقة المُساهمين في إرتكابها.
وعسى أن يكون العلي القدير قد وفقنا في الإحاطَةِ بهذا الموضوعِ المُستَجدِّ من كلِّ الجوانبِ التي تهُم مُجتمعنا العربي عُموماً وطُلاَّبُ الحقوقِ، وكُلُّ المهتمين في مجال إنفاذِ القانونِ أو تحقيقِ العدالةِ الجنائيَّة.
