Book Description
يهدف هذا الكتاب – الندوة إلى تشخيص "أزمة الدولة في الوطن العربي" من جميع وجوهها وأبعادها التاريخية والاجتماعية والاقتصادية والسياسية والإقليمية والدولية.
وقد قرنت البحوث النظريات بالمحسوس التجريبي، والتبصّر بالظاهرات الميدانية والحقلية؛ وكل هذا بهدف تلمّس إجابة عن أسئلة تطرح دائماً: إلى أين؟ وما العمل؟
فالمعطيات التحليلية التي قدّمتها البحوث وتعقيباتها ومناقشاتها، كثيرة، ومتشعبة، وبالغة الأهمية، فهي تعكس هموم المواطن العربي، وما يعانية جرّاء معايشته أزمة الدولة العربية.
أما في توصيف أزمة الدولة وتشريح أبعادها فكان التركيز على مستويات ثلاثة: سياسياً جرى الحديث عن تسلط الدولة واستبدادها واستئثار قلّة في حكمها، واستنزاف ثرواتها ونهب مواردها وإشاعة الفساد في هياكلها، وفي تضادّ ذلك جاء الحديث عن قوى التغيير وحركات الاحتجاج والكتلة التاريخية المدعوّة إلى التشكلّ؛ واقتصادياً وصّفت ريعية الدولة، وبالتالي فشل سياساتها "التنموية" التي أدّت إلى مزيد من الإفقار والبطالة وغياب العدالة؛ واجتماعياً بدا صارخاً ما تمارسه "الدولة العربية" من سيادة ونفوذ الطائفية والإثنية والقبلية، وما تنتجه من قوى موالية بفعل نظام المحسوبية (الزبائنية)، تلك القوى التي عاثت بالمجتمع فساداً.
ولم يغب عن بحوث الندوة إشكال التدخل الأجنبي، ولا سيما الأمريكي، الذي يمعن في إجهاض التحركات والمشاريع الديمقراطية في المنطقة، وذلك حرصاً منه على أنظمة الاستبداد، باعتبارها حارسة "الاستقرار" الضروري للمصالح الغربية.
