تمثل الإعاقة السمعية شكلاً من أشكال العجز يستشعر معه صاحبها بفقدان عضو من أعضائه له أهمية كبيرة في التواصل مع الآخرين، ومؤثراً على حياته، ولهذا تُعد الإعاقة السمعية من أشد الإعاقات أثراً على الفرد، لما تسبب من عزلة الأصم عن الآخرين.
وقد نادت المجتمعات الإغريقية والرومانية بالتخلص من المعوقين سمعياً أسوة بغيرهم من ذوي العاهات لأنهم عالة على المجتمع، وفي المجتمع الإسلامي حض الدين الإسلامي منذ أكثر من أربعة عشر قرناً على العدل، والتراحم، والمساواة، ولاقى المعوقون سمعياً الاهتمام والرعاية والعطف، وفي ظل ذلك رفض الإسلام نظرة الفلسفات القديمة إلى المعوقين سمعياً، ووضع لهم الأطر الشاملة وأقر حقوقهم، وذلك لما توفرت له من مبادئ سامية، وثبات يتصف بالكمال والشمولية، كما انعكست هذه النظرة الراقية على اهتمام الخلفاء المسلمين الذين أعطوا اهتماماً متزايداً للمعوقين سمعياً.
وقد نظمت محتويات هذا الكتاب في عشر فصول على النحو التالي:
يعرض الفصل الأول طبيعة السمع والكلام، ويتناول الفصل الثاني طبيعة الإعاقة السمعية، ويعرض الفصل الثالث تقييم المعوقين سمعياً، ويتناول الفصل الرابع: خصائص المعوقين سمعياً، ويتناول الفصل الخامس: أساليب التواصل لدى المعوقين سمعياً،ويهتم الفصل السادس بعرض اضطرابات التواصل، ويعرض الفصل السابع تربية وتعليم المعوقين سمعياً، ويتناول الفصل الثامن التأهيل، ويتناول الفصل التاسع الصم متعددي الإعاقة، ويعرض الفصل العاشر الإرشاد النفسي.
