يقم على استنتاج مركزي, يتمثل في أن البنية السياسية لدولة عظمى لا يمكن أن تنهار نتيجة لمؤامرة خارجية أو مجموعة من الأخطاء في التطبيق, أو بسبب اختلال التوازن الدولي, بل لكون البنية الاقتصادية -الاجتماعية -الثقافية للدولة المعنية قد أصبحت أكثر تقدماً و تطوراً من البنية السياسية -الدولاتية, حتى و لو كانت الأخيرة, بعد ثورة اجتماعية معينة, هي التي أنشأت تلك البنية, في مرحلة تاريخية محددة. و إذا كان العامل الدولي يلعب دوراً ما في هذا الانهيار, فهذا لا يتم إلا في اللحظة التي يتلاقى فيها مع اتجاه تلك البنية باتجاه التصادم و التناقض. و يبين الكتاب أن نموذج رأسمالية الدولة التي أقامها الشيوعيون عند و صولهم الى السلطة لم يستطع أن يعطي إلا بنى اجتماعية كانت توازناتها تميل لصالح نموذج اقتصاد السوق, و بشكل كان فيه يلتسين هو الوريث الطبيعي للينين و ليس غيره و بحيث يمكن القول, إن الفضيلة الكبرى لشيوعيي هذا القرن هي نشر الرأسمالية الكاملة, أو في إنشاء الممهدات لها, في مجتمعات متخلفة كانت فيها الفئات الاجتماعية الأخرى عاجزة عن القيام بهذه المهمة بالسرعة و الكفاءة نفسها. كل ذلك يتبين من خلال الفصول التالية: صراع الوعي و الضرورة, الطريق الى السلطة, طبيعة البيروقراطية الستالينية, البيريسترويكا.
