من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

يتضمن هذا الكتاب قصة النبي شعيب مع قومه، ورسالته التي كُلّف بأدائها من الله عز وجل، فقد عاث قومه فساداً في الأرض من تطفيف الكيل والميزان، وإنكار التوحيد، فكانت رسالة النبي شعيب دعوةً إلى الله الحق، وترك منطق السطوة والجبروت، وضرورة الإذعان للقانون الإلهي القائم على العدل.
و يعالج الكتاب التصيح العقدي، ويدعو إلى الإصلاح الإقتصادي، والأخلاقي، والإجتماعي، وكل ذلك من القضايا المهمة التي دعا إليها النبي شعيب عليه السلام.
