دراسة قانونية تناولت التعريف بغسل الأموال وما يتعلق به وآليته والنجاعة المنشودة في المواجهة لهذه الجريمة وكذلك تناولت مواجهة الجرائم المرتبطة بغسل الأموال والجرائم المالية ذات الصفة الوطنية وغير ذلك فأصدرت اللأمم المتحدة اتفاقية مكافحة الإتجار غير المشروع في المخدرات والمؤثرات العقلية (فيينا 1988)، والتي حثت الدول الأطراف فيها أن تقوم بسن تشريعات تجرم عمليات غسل الأموال المتأتية من الإتجار غير المشروع في المخدرات، وكذا أصدرت الأمم المتحدة اتفاقية مكافحة الإجرام المنظم غير الوطني (باليرمو 2000)، والتي حثت الدول الأطراف فيها على سن تشريعات تجرم عمليات غسل الأموال المتأتية من الجرامة الخطيرة.
وقد ترتب على اهتمام المشرّع الدولي بظاهرة غسل الأموال أن قامت دول عديدة بتجريمها، بحيث يمكن القول إن صدور تشريعات تجرم عمليات غسل الأومل أصبح من أهم سمات وملامح النظام العالمي الجديد خاصة بعد أحداث 11 سبتمبر 2001.
وتأتي الممكلة العربية السعويدة في طليعة الدول التي سارعت إلى التوقيع على الاتفاقيات الدولية ذات العلاقات بعمليات غسل الأموال وتجارة المخدرات والجرائم المنظمة المختلفة، للمشاركة في إرساء سياسة جنائية عالمية جديدة لمواجهة هذه الظاهرة، والحد من تداعياتها السلبية، وكان أهم ما قامت به المملكة في هذا المجال هو سن نظام مكافحة عمليات غسل الأموال، ذلك النظام الذي ارتكز على عدّة محاور أساسية ومتكاملة، تشمل: تحديث الأنظمة الموضوعة سلفاً، وسن الأنظمة (الموضوعية والإجرامية) الجديدة، وتعزيز دور النظام المالي، ودعم وتطوير التعاون الدولي في مجالات المكافحة المختلفة والمتشعبة.
