عاشت المنطقة العربية ولا تزال أزمتها التاريخية الشاملة نتيجة إستمرار التراجع أو التوقف في أحسن حالاتها عن مسايرة التطور الحضاري المتمدن الذي يشهده العالم، وفشل عالمنا العربي نسبياً في النهوض بالبرامج التنموية المستدامة وتخلف كثيراً عن العالم المتحضر بالرغم من إمتلاكه الموارد والقدرات البشرية والإقتصادية التي إذا ما أحسنت إستخدامها لعاش فيه الإنسان في أفضل ما يكون من العيش الرغيد والتأقلم مع متطلبات التقدم والتطور، ولا بد لهذا التخلف من أسباب مردها التخلف السياسي والإقتصادي والإجتماعي والعلمي والتنموي، ويعود كل ذلك إلى سبب مركزي وجوهري هو الأنظمة السياسية الحاكمة على أنه مجموعة من الإجراءات والخطوات التي تهدف الإنتقال من نظم حكم تتسم بالسلطوية إلى نظم حكم تقوم على قاعدة المشاركة والتمثيل.
ارتكزت فكرة الإصلاح السياسي على ضرورة تطبيق المعايير والقواعد والإتفاقيات الدولية التي جاءت بها المنظمات في المواثيق الدولية لمبادئ الأمم المتحدة، والإعلان العالمي لحقوق الإنسان وغيرها من الإتفاقيات الدولية والإقليمية التي صادقت عليها الدول العربية.
وتمثل السلطة أحد أهم القضايا التي شغلت الناس، الجماعات والنخب والقادة بإعتبارها أحد مداخل الإصلاح والتغيير، وإن التعددية السياسية من خلال نشاطاتها وتنافسها على السلطة ومشاركتها في الإنتخابات العامة وهي (وإن كانت محدودة التأثير) تؤشر على حياة سياسية تملك قدراً من التنافس لا يكفي للتداول ولا تمتلك هذه الأحزاب الحرية الكافية والشروط العادلة التي تتيح لها الحصول على الأغلبية لأي تنافس بينها وبين الحصول على حقها العادل في الإنتخابات، وإن التجارب المعاصرة للدول الديمقراطية تشير إلى أن الإنتخابات الديمقراطية التنافسية لا تجري إلاّ في ظل نُظُم حُكُم ديمقراطية بوصفها إحدى آليات تطبيق المبادئ الرئيسة للديمقراطية وليست هدفاً في حد ذاته، وتُعد الإنتخابات شرطاً ضرورياً لنُظم الحكم الديمقراطية.
من سياق هذه المقدمة تبرز مشكلات تنطوي على تساؤلات تنبغي دراستها والبحث عن حلول وأجوبة لها خلال دراستنا لمحل البحث، وتلك التساؤلات تكمن في:
