الثاني: معالجة مشكلة التخلف والتنمية من وجهة نظر الواقع الموضوعي لبلدان العالم الثالث، وهنا يكمن الجانب العلمي للبحث بما يتضمنه من طروحات تعالج قضايا هذه البلدان، وتستدعي إعادة النظر ببعض مفاهيم التخلف والتنمية المنتشرة في الأدبيات الإقتصادية في البلدان المتخلفة.
