تعتد اقتصادات دول الخليج العربية بدرجة قلت أو كثرت على إيرادات النفط والغاز الطبيعي وإيرادات الصناعات البتروكيماوية والصناعات التكريرية المرتبطة بها، إلا أنه فيما لا شك فيه أن النفط مورد محدود (أي قابل للنضوب) ولو نظرياً على الأقل، وقد يشعر البعض أن اكتشاف المزيد من النفط واستغلاله بمرور الوقت سيجعل العالم يستنفذه خلال فترة محددة في المستقبل، ولكن مع اقتراب ذلك الوقت تحدث اكتشافات نفطية جديدة، في الوقت الذي تمكّن فيه التقنية المطورة الإنسان من تحديد مصادر جديدة والوصول إليها، سواء في باطن الأرض أو تحت قاع البحر إلى أعماق لم تكن ذات جدوى اقتصادية من قبل، ولذلك فإن لحيازة التقنية وتطبيقها وتطويرها دوراً بالغ الحيوية لاقتصاديات دول الخليج العربية في المستقبل، وتلك حجة إثبات رئيسية في هذه الدراسة. إلى جانب ذلك فإن أداء اقتصادات دول الخليج العربية تباين بشكل كبير من دولة إلى أخرى، على الرغم من السمة المشتركة لها جميعاً، وهي الاعتماد على الموارد الطبيعية المستخرجة من تحت سطح الأرض وعلى رأسها النفط الخام والغاز الطبيعي. ومع ذلك وجد الدكتور إبراهيم عويس أنه من المهم في ضوء هذه الخلفية العامة دراسة مصادر نمو اقتصادات دول الخليج العربية ومناقشته للتحديات التي تواجهها في القرن الحادي والعشرين وذلك ضمن هذه المحاضرة التي هي بين دفتي هذا الكتاب.
وهي تأتي في ترقيمها 78 في سلسلة محاضرات الإمارات التي تعنى بقضايا الخليج العربي. وبالنسبة للمحاضر الدكتور إبراهيم عويس فقد عمل أستاذاً ومستشاراً اقتصادياً ضمن هيئة تدريس علم الاقتصاد بجامعة جورجتاون الأمريكية. وكان قبل ذلك قد عمل مدرساً في كلية وسترن ميريلاند في جامعة جينسوتا. كما تمّ تعيينه أستاذاً زائراً للاقتصاد بجامعة هارفارد وجامعة جونز هويكنز. عمل الدكتور عويس أيضاً رئيساً للبعثة الاقتصادية المصرية إلى الولايات المتحدة الأمريكية في نيويورك، باعتباره وكيل وزارة أول للشؤون الاقتصادية في الفترة 1977-1979. بالإضافة إلى مناصب اقتصادية أخرى احتلها الدكتور عويس. وله أكثر من 50 مؤلفاً منشوراً في المجال الاقتصادي.
