لطالما تجسدت التجربة الإنسانية في حكمة، فصارت أشبه بوعاء يشتمل على خلاصات مكثفة من إعتقادات الإنسان وآرائه، ومن شروط الحكمة أن تشتمل على كلام بليغ بعيد عن الجهل والسفه، ينتفع ويتعظ به الناس، وأما البراعة التي تتسم بها الحكمة، فإنها تكمن في القدرة على تصوير حادثة ما بحيث أنها تسكن في ضمير الإنسان، وتثير إعجابه وإعجاب عامة الناس، فتتسع عندها دائرة تطبيق القول المأثور والحكمة الصائبة، لتشمل شعباً من الشعوب بأكمله أو أمة من الأمم بكاملها، ويصبح القول المأثور أو الحكمة دليلاً على مخزون حكمة الأمة وخزاناً من خزانات ثقافتها المميزة.
إذن، فالحكم والأقوال المأثورة ما هي إلا مرآة تظهر لنا قصص الشعوب وذاكرتها، وتصور لنا خلفيات الشعوب ومشاعرها وآراءها، وتصيح وقفات زمنية قصيرة لتبرز من خلالها صورة تعبر عن حكمة الناس وحقيقة مواقفهم.
وقديماً اهتمت معظم الشعوب بتدوين حكمها، فكان المصريون الأوائل السباقين في ذلك المضمار، أما في زماننا الحاضر فقد اعتاد كثير من المؤلفين على جمع أقوال وحكم موزعة في مختلف الموضوعات، إلا أن مؤلفاتهم في الغالب لم تستطع أن تروي ظمأ الشعوب الساعية للنهل من تجارب وحكم من سبقوهم.
ومن هنا، انطلقت فكرة إعدادنا لموسوعتنا هذه التي أردناها جامعة وشاملة لأبلغ وأروع العبارات والألفاظ وأنفع الحكم والأقوال، إذ هي تتوجه إلى كل طالب وباحث وأستاذ ومثقف، لتكون بمثابة الغذاء لعقله وفكره وشخصيته وسلوكه.
وسيجد القارئ فور إطلاعه على هذه الموسوعة غناها بالأقوال والحكم العربية والعالمية، إضافة إلى بعض الأقوال والأحاديث النبوية الشريفة وأقوال بعض الصحابة والأئمة الكرام.
