الطفولة هي بذرة الإنسانية ولذلك فهي بحاجة إلى الرعاية الكاملة كي تنبت وتزدهر، وهي بأي حال من الأحوال لا يمكنها أن تنبت في أرض جدباء، كذلك هو حال أطفال هذا العالم الذي نعيش فيه، فهم بحاجة إلى طفولة محمية حتى يكبرون بسلام ويتخطون هذه المرحلة الحساسة من حياة كل واحد فيهم، فالطفولة التي لا تعني لمعظم الناس سوى معنى القصور أو حداثة السن هي في الحقيقة المرحلة الأكثر حساسية في حياة الإنسان لأنها القاعدة التي يتأسس عليها فكر الطفل ووجدانه وبالتالي كل ما يترتب عليهما فيما بعد.
لذلك ينبغي حماية الطفولة من كل العوارض التي قد تواجهها إلى جانب توفير السبل الكافية لرعاية الطفل ونموه نمواً سليماً وطبيعياً، هذا الأمر لا يتأتى إلا بترسيخ واضح وفعال لحقوق الطفل التي هي جزء لا يتجزأ من حقوق الإنسان.
