عبر صفحات هذا الكتاب يقدم الدكتور علي محمد أمنيف الرفيعي رؤية تحليلية مقارنة لأثر القوة الناعمة في تجديد ملامح الإستراتيجية الأميركية الشاملة ومطمحها الهيمنة العالمية إذ اعتبر المؤلف أن إدراك الولايات المتحدة لأهمية الإعتماد على القوة الناعمة سيؤدي لا محال إلى استمرار هيمنة وسيطرة الولايات المتحدة على النظام الدولي، ويقلل التوترات والصراعات على مستوى النظام الدولي. وهكذا أصبحت هذه القوة ضرورة ملحة بالنسبة للولايات المتحدة كوجه جديد للقوة في عصر العولمة. وأهمية هذه الدراسة تأتي من حداثة موضوع دور القوة الناعمة في مستقبل الهيمنة الأميركية وخاصة فيما يشهده العالم اليوم من تغيرات وتحولات في مفهوم القوة الشاملة وما رافقها من تطورات تكنولوجية ومعلوماتية جعلت العالم بمثابة قرية واحدة.
تتألف الدراسة من أربعة فصول، خصص الفصل الأول للإطار المفاهيمي، فيما تناول الفصل الثاني مكانة القوة في الإستراتيجية الأميركية الشاملة (نظرة تاريخية) ، واختص الفصل الثالث بدراسة المتغيرات المؤثرة في استخدام الولايات المتحدة الأميركية للقوة الناعمة بعد أحداث (11 أيلول 2001) ، وأما الفصل الرابع والأخير فقد تضمن قراءة في القوة الناعمة ومستقبل الهيمنة الأميركية عالمياً.
