وعلى الرغم من أن مصطلح القوة الناعمة يعد من المصطلحات المحدثة في مجال الحقل الأكاديمي والخطاب السياسي والإعلامي، إلا أنه قد شهد إنتشاراً واسع النطاق منذ أن صك الباحث والسياسي الأمريكي جوزيف ناي Joseph Nye هذه الكلمة بداية تسعينيات القرن المنصرم.
