والكتاب في مجمله عرض موضوعي ودقيق للمراحل التي مر بها تاريخ العفو، كما وأنه لا يدعي لنفسه فتح باب جديد في الموضوع إنما يثير نقاطاً قانونية واجتماعية وسياسية طالما كان التطرق إليها من خلال موضوعات الكتب القانونية الجزائية خاص’، إنما بشكل مقتضب وضيق، يعرضه كل مؤلف من خلال شرحه لقانون العقوبات في قسمه العام مكتفياً بإيراد المواد التي تكرس هذا النوع من المنح التي تصدرها المحاكم أو إحدى السلطتين التشريعية والتنفيذية بشخص رئيس الجمهورية، كما وأنها محاولة متواضعة لفهم المعنى الحقيقي للعفو سواء من الناحية القانونية الصرفة أن من ناحية تأثيره على الشخص المعفى عنه والمدعي الشخصي، وكذلك الوضع الاجتماعي لكل منهما وانعكاس منح العفو على الاستقرار والأمن في حال منحه، كما والحكمة منه في كل زمان ومكان.
