بعد أن تم إنشاء المحكمة الدستورية بمقتضى قانونها رقم 15 لسنة 2012 سنداً لنص المادة 58/1 من الدستور في قولها: "تنشأ بقانون محكمة دستورية يكون مقرها العاصمة .....إلخ" فلا بد أن تتصدى أقلام الكتاب في المملكة لشرح نصوص قانونها وأن تريق كثيراً من المداد حول تلك النصوص، مسلطة الضوء على تلك النصوص ومظهرة إيجابياتها وسلبياتها، فمهما برع واضعو القانون في إخراج نصوص تليق بهذا الإنجاز الدستوري، إلاّ أنه يبقى صنعاً بشرياً لا يرقى إلى مصاف الكمال، فالكمال لله وحده لا شريك له. ومن قبيل قوله تعالى: ببسم الله الرحمن الرحيم( لا تبخسوا الناس أشياءهم ولا تعثوا في الارض مفسدين ) صدق الله العظيم - سورة الشعراء، آية رقم 183.، ومن موقع مسؤوليتي كوزير في وزارة شهدت ميلاد قانون المحكمة الدستورية وبزوغ فجرها، فإنني أُسجل بكل أمانة، بأن هذا الإنجاز ما كان له أن يتحقق أو يرى نور الحياة في تلك الظروف الصعبة لولا إصرار رأس الدولة وتاجها ــ رمز الوحدة الوطنية ــ على تحقيقه. ويسعدني أن أكون واحداً من بين أوائل من تتناول أقلامهم هذا الصرح راجياً من الله أن أُضيف للمكتبة القانونية في المملكة هذا المؤلف، ولعله يكون دافعاً للمتخصصين من الكتاب والشراح، أن لا يضنوا بعلمهم سد فراغ ما تحتاجه المكتبة الأردنية لدينا من بحوث ومؤلفات. وأخيراً، لا يسعني في هذا المقام، إلا أن ألهج بالدعاء لوطننا العزيز بمزيد من الاستقرار والرخاء والازدهار وأن يبقى عزيزاً مكرماً وساحة أمن وأمان.
