يحاول المؤلف في هذا البحث إلقاء الضوء علي الوظائف القانونية والإجتماعية لمقدمات الدساتير, فهو بداية تناقش الأستخدام المتنامي لمقدمات الدساتير في مجال التفسير الدستوري.
ومن ثم ناقش واحدة في أهم المزايا لمقدمات الدساتير, وهي سلطتها المتكاملة.
فالمقدمة جزء في الدستور يقدم أفضل أنعكاس لفهم واضعي الدستور.
لذلك يتعرض هذا البحث لفرضية ما إذا كانت المقدمة محل إجماع, بحيث توحد الشعب أم محل خلاف بحيث تفرقه.
جاءت هذه الدراسة ضمن فصل تمهيدي وثلاثة فصول جاءت علي الشكل التالي: تناول الفصل التمهيدي, إيضاحا لمفهوم المقدمة أستناداً إلي تحليل لمقدمات الدساتير في عدد من دول القانون المدني ودول القانون العرفي غير المكتوب.
الفصل الأول: قدم فيه المؤلف تصويراً للوظائف القانونية الثلاث لمقومات الدساتير: الوظيفة الرمزية الأحتفالية, والوظيفة التفسيرية, والوظيفة الموضوعية.
أما الفصل الثاني: تتم تكريسه لدراسة دور مقدمات الدساتير في التفسير الدستوري في كل من الولايات المتحدة الأمريكي, وفرنسا, وكندا, والهند, وأستراليا, ومصر.
أما الفصل الثالث والأخير, حاول المؤلف فيه بيان أهمية أن تكون مقدمات الدساتير محل إجماع, والمخاطر الكامنة في المقدمات التي لا تكون محل إجماع.
