الحمد لله حمداً يوافي نعمه، ويكافئ مزيده، يا ربنا لك الحمد كما ينبغي لجلال وجهك ولعظيم سلطانك، سبحانك لا نحصي ثناءً عليك أنت كما أثنيت على نفسك، والصلاة والسلام على سيدنا محمدٍ المبعوث رحمةً للعالمين وعلى آله وأصحابه أجمعين، أما بعد: تعد السلطة واحدة من أقدم الظواهر الاجتماعية التي رافقت وجود الجماعات الإنسانية، ذلك لأن الإنسان اجتماعي بطبعه فهو يحتاج مهما أوتي من القدرات والإمكانات، إلى الانضواء تحت لواء جماعة من بني جنسه، يتفاعل مع أفرادها، فيحقق احتياجاته، ويشبع نزعته الاجرتماعية التي بدونها، يفقد أحد أهم مقوِّماته كإنسان. ويؤكِّد الواقع على حقيقة راسخة لا يمكن تجاهلها أو إنكارها، مفادها أن الانتماء إلى جماعة بشرية معينة، يفرض على الأفراد التابعين لها، ضرورة الخضوع للقواعد والأصول التي تحكم حياة تلك الجماعة، كما أنه يملي على أولئك الأفراد واجب تعديل سلوكاتهم وتنظيم أفعالهم وتوجيه نشاطاتهم على نحو يجعلها منسجمة مع نظام جماعتهم.
