Book Description
تكمن أهمية اكتشاف البترول في شرق البحر المتوسط في عدة عوامل: أولاً، حصول الدول الساحلية على إمدادات بترول داخلية، الأمر الذي ساعد في تحسين موازين مدفوعاتها، ويقلص الحاجة إلى الاستيراد. ثانياً، نشوب عدة خلافات جيواستراتيجية وحدودية ما بين الدول المعنية، نظراً إلى تشابك المناطق الحدودية البحرية، وإلى عدم رسم بعض الحدود قبل المبادرة إلى الاستكشاف. ثالثاً، تصاعد الخلافات الناتجة من الاحتلال، والضغوط التي تمارسها الدول المحتلة بهدف عرقلة تطوير الصناعة البترولية في المناطق المجاورة. رابعاً، بروز العراقيل التصديرية بسبب الصراعات المزمنة ما بين دول المنطقة، الأمر الذي يؤثر سلباً في اقتصادات مشاريع التصدير عبر الأنابيب إلى الأسواق، وهو ما يؤدي، بدوره، إلى ارتفاع أسعار البترول وصعوبة تنافسه مع الإمدادات الأخرى.
أما اهتمام مؤسسة الدراسات الفلسطينية ببترول شرق المتوسط فيكمن في دراسة التطورات البترولية في فلسطين وإسرائيل. وذلك من خلال مراجعة وتدوين نتائج الاكتشافات وتطوير الحقول، ثم متابعة كيفية استغلال البترول داخلياً أو في مجال التصدير. وهذا الجهد يساهم في توفير المعلومات الدقيقة والشاملة عن هذه الصناعة الاستراتيجية. وتعتبر الاكتشافات البترولية في شرق المتوسط جزءاً أساسياً وحيوياً في قضية الصراع العربي – الإسرائيلي، كما هو واضح من العقبات الإسرائيلية أمام تطوير حقل غزة مارين، أو في أطماعها في المياه اللبنانية. كما تمتد الخلافات في المنطقة إلى الاحتلال التركي لشمال جمهورية قبرص.
بناء على المعطيات أعلاه، عقدت مؤسسة الدراسات الفلسطينية ندوتين متخصصتين تعالجان الموضوعات أعلاه. وتم نشر دراسات الندوة الأولى في كتاب صدر سنة 2015 تحت عنوان: "بترول شرق المتوسط: الأبعاد الجيوسباسبة"، بينما يشمل الكتاب الذي بين أيديكم الأبحاث التي قدمت في الندوة الثانية. وتحاول المؤسسة من خلال عقد هذه الندوات مرة كل عامين متابعة تطور هذه الصناعة في طور نشوئها إقليمياً، نظراً إلى الارتباط فيما بينها.
