وجد المؤلف أنه لمن الحكمة أن يكون الكلام في هذا الكتاب عن توبة الملوك والأمراء والسلاطين بدلاً من الكلام عن التابعين وذلك لما في توبة الملوك والسلاطين من تأثير في الناس وخاصة الذين بهرت أعينهم السلطة الجوفاء، والغنى الدنيوي الزائل.
