من هنا جاء هذا الكتاب ليعالج مجمل هذه الموضوعات والقضايا في أحد عشر باباً، تناول فيها نشأة الدبلوماسية وتطورها في مختلف الحقبات التاريخية، قديماً وحديثاً، محاولين استكشاف معالم هذا العلم الذي أصبح من مكونات وأسس العلاقات الدولية في عصرنا الحاضر، كما أنه يبحث في مهام العمل الدبلوماسي ووسائل تحقيقه وأهدافه، إضافة إلى دراسة الحصانات والإمتيازات انطلاقاً من خلفياتها وضروراتها لتكمين الممثل الدبلوماسي من القيام بالمهام الملقاة على عاتقه، كذلك يدرس الكتاب القيود التي فرضت نفسها على العمل الدبلوماسي في الدول المضيفة لجهة حماية الأمن القومي للدول. إضافة إلى إلقاء الضوء على أهم مرتكزات العمل الدبلوماسي أي البروتوكول والأتكيت، وأخيراً ينتهي العمل بدراسة الدلوماسية الإسلامية، دراسة مقارنة مع القوانين الوضعية.
