تأتي أهمية البحث في كونه يناقش ظاهرة الإرهاب التي تفشت وعمّت شتى أرجاء المعمورة... فهي ظاهرة تهدد الإنسان في أمنه وحياته وممتلكاته، فالإرهاب لم يعد حدثاً فردياً سواء على المستوى الداخلي أو على مستوى الدولة وإنما أصبح ظاهرة شديدة الخطر تهدد الأمن والسلم والإستقرار لجميع الدول مما يعوق خطط التنمية والإزدهار لكونها جرائم منظمة وفوق مستوى الروتين العادي لشارع الجريمة أو أي جرائم عنف أخرى لما تتميز به من إثارة للفوضى والخوف بين المواطنين، لذا فإن غايتها تتعدى الجريمة العادية لأنها جرائم عمدية يلزم أن يسبقها دائماً التخطيط والتجهيز لإحداث أكبر ضرر من الخسائر ولتحقيق هدف الإرهاب من إحداث إضطراب وفزع ورعب وخوف لدى جموع المواطنين في محاولة لإبراز الضعف الأمني بالدولة أو عجز الدولة عن المواجهة.
يشتمل هذا البحث على خمسة فصول: الفصل الأول: يتناول بالدراسة فكرة تاريخية عن الإرهاب سواء كان ذلك قبل الثورة الفرنسية أو بعدها إضافة إلى النشأة التاريخية للتطرف والإرهاب في الإسلام، الفصل الثاني: فقد تطرق إلى (المفهوم القانوني للإرهاب) تحت تقسيمات تناولت تعريف الإرهاب في اللغة وتعريفه في الإصطلاح الفقهي الإسلامي ثم تعريفه في الإصطلاح القانوني، الفصل الثالث (المفهوم السياسي للإرهاب) ويشتمل على أربعة مباحث تتناول بالدراسة دوافع وأشكال الإرهاب وأساليبه، ثم الإرهاب والإجرام السياسي ثم الكفاح المسلح بقصد حق تقرير المصير والإرهاب الدولي، الفصل الرابع (التعاون الدولي في مجال مكافحة الإرهاب وقد تطرق بالتفصيل إلى: ماهية التعاون الأمني الدولي، الفصل الخامس (التعاون العربي في مجال مكافحة الإرهاب وقد تم تقسيمه إلى ثلاثة مباحث تناولت بالتفصيل: التعاون العربي من خلال مجالس وزراء الداخلية والإعلام والعدل العرب، ثم الإستراتيجية العربية لمكافحة الإرهاب والإتفاقية العربية لمكافحة والإرهاب.
كذلك يشتمل البحث على خاتمة تحوى تلخيصاً عاماً لما تناوله البحث إضافة إلى ما تم التوصل إليه من نتائج وتوصيات.
