إذا كانت المياه تشكل الهم الأساسي، عند مهندسي الأمن الاقتصادي والغذائي في العالم، والهاجس الأبرز لدى المجتمع الدولي الذي يسعى لمعالجة مسألة المياه في إطار وحدات إقليمية واسعة، وتعقد في سبيل ذلك مؤتمرات متعددة الأطراف، وتبرم اتفاقات ومعاهدات ثنائية، وتشتد أطماع البعض بثروات البعض الآخر. فالأولى باللبنانيين، بأن يعطوا موضوع المياه حقه من الدرس والتخطيط، لأن ما ينتظرهم في هذا الشأن، خطير.
وانطلاقاً من هذه الضرورة، ضرورة إيلاء موضوع المياه في لبنان الاهتمام الكافي، جاء هذا المؤتمر حول الموارد المائية المنعقد في بيروت في الأول من آذار 1997. والذي شارك فيه مجموعة من المسؤولين والمهندسين، والعاملين في حقل الموارد المائية. وقد تمّ جمع وقائع هذا المؤتمر في هذا الكتاب.
