الماء هو عنصر أساسي للحياة، ويتكّون من األكسجين والهيدروجين، ويتواجد
في حاالته الثالث: السائلة، والصلبة، والغازية.
وُيعّد مورداً عمومياً ال يمكن امتالكه أو التصرف فيه بالبيع والشراء، باستثناء ما
نص عليه الفرع الثاني من الباب الثاني من القانون. أسفله

كما جاء في قوله تعالى: "وجعلنا من الماء كل شيء حي
وفي ظل التغيرات المناخية، تواجه السياسة المائية العديد من التحديات، من
أبرزها تراجع الموارد المائية، تزايد الطلب عليها، االستغالل المفرط للمياه
الجوفية، إضافة إلى تلوث مصادر المياه نتيجة التأخر في معالجة مياه الصرف
الصحي وتنقيتها.
