توصف السياسة الخارجية للولايات المتحدة الأمريكية، في ظل الأحادية القطبية بأنها متناقضة ومشوشة نسبياً، خصوصاً على صعيد الموقف من قضايا الشرق الأوسط، لذا سنحاول في هذا البحث، دراسة تحليل العناصر المكونة لنظرية الحرب الوقائية التي تشكل جوهر إستراتيجية الأمن القومي الأمريكي لعام 2002 وللسياسة الخارجية الأمريكية، عبر تحليل الترابط، بين نمط التفكير الأمريكي وتصوراته المفترضة عن العالم، وبين الإستراتيجية الأمريكية الكونية.
تحتل دراسة وتحليل مبادئ وأهداف السياسة الخارجية الأمريكية وإدراك طبيعة حملتها الدولية في مجال الدفاع عن نظرية الحرب الوقائية ضد الإرهاب أهمية خاصة، وهذا يتطلب الكشف عن عناصر الإستراتيجية الأمريكية والتصدي لمحاولة الدول النامية إمتلاك القدرات التكنولوجية النووية والتدخل في الشؤون السيادية للدول لأسباب إنسانية.
وعليه، فإن السياسة الخارجية الأمريكية تواجه تحديات واسعة ومُعقدة، في حربها الشاملة على الإرهاب في الشرق الأوسط ولبنان بصورة خاصة.
يتناول هذا البحث إعتماد نظرية الحرب الوقائية في السياسة الخارجية للولايات المتحدة الأمريكية في الشرق الأوسط، خلال حقبة الرئيس جورج بوش، خصوصاً بعد الهجوم بالطائرات على برجي المنظمة العالمية للتجارة في نيويورك ومبنى البنتاغون في واشنطن، في 11 سبتمبر 2001، وبروز إستراتجيية الحرب على الإرهاب لإعادة ترتيب علاقات القوة السياسية والإقتصادية والعسكرية في الشرق الأوسط تحت ذريعة مواجهة المخاطر والتهديدات التي قد يتعرض لها الأمن القومي الأمريكي، مع تناول الآثار الخطيرة الأمريكية على سيادة لبنان وإستقلاله.
