..تهدف هذه الدراسة إلى استكشاف كيف أن الحرب على الإرهاب التي أعلنتها إدارة بوش بعد أحداث 11 أيلول سوف توسع إلى حد كبير جداً من النفوذ الأمريكي وتواجدها في منطقة الشرق الأوسط.. وهذا بدوره قد يقود إلى إعادة تشكيل المنطقة بما يتوافق مع الفكر الأمريكي التحرري: دعم وتطوير حكومات وأسواق متحررة. ومثلما أن الحرب العالمية الثانية والحرب الباردة قد خلقت الفرصة لوجود أمريكي دائم في أوروبا وشمال آسيا فإن الحرب على الإرهاب تقدم الفرصة اللازمة لزيادة القوة العسكرية والاقتصادية الأمريكية إلى أقصى حد في منطقة الشرق الأوسط مما له دلالات عميقة على وجود حلفاء ومناوئين للولايات المتحدة في المنطقة. تتمحور المناقشة الرئيسة لهذه الدراسة حول ضرورة التوسع الكبير للسلام الأمريكي في الشرق الأوسط لأنها بذلك تحمي مصالحها التقليدية في المنطقة وتكون قادرة على تعجيل مصالح جديدة لها. ..ولتحقيق هذا الهدف اضطرت أمريكا لتقديم دعم كبير للحكومات الحلفية مثل مصر، إيران، إسرائيل، المملكة العربية السعودية وتركيا لتحد من التوسع السوفيتي في المنطقة. وحافظ النفط على أهميته كهدف استراتيجي في أعقاب أحداث 11 أيلول كما برزت أهمية دعم الحلفاء, وأصبحت كل الظروف لصالح التوسع الأمريكي في منطقة الشرق الأوسط وكان لابد إدارة بوش أن تحكم قبضتها على الفرصة التي سنحت لها في حربها على الإرهاب والنصر الذي حققته في العراق فإعادة تشكيل بلدان الشرق الأوسط والتوسيع الجوهري للوجود الأمريكي في المنطقة. وعندما تطرح الإدارة الأمريكية هدفها الطموح في إحداث تغييرات في نظام الحكم في العراق فإنها تطرح هدفاً أكثر جرأة يتمثل في إحداث تغييرات في المنطقة باستخدام السلطة الأمريكية لإنشاء أنظمة حكم مؤيدة لأمريكا في منطقة الشرق الأوسط كما فعلت في آسيا، أوروبا، وأمريكا اللاتينية.
