بات جلياً أنه ما من فائدة ترتجى من الجهود الدبلوماسية التي تبذل لإقناع إيران بوضع حد لأنشطة تخصيب اليورانيوم، فالأوربيون أنفسهم قد خلصوا مكرهين إلى أن إيران ما فتئت تمارس لعبة المماطلة مع المجتمع الدولي، وهم الذين كانوا قد أظهروا قدرة فائقة على إلحاق الأمريكيين بركب تلك الجهود إبتغاء كبح جماح الطموحات الإيرانية المشبوهة لتصنيع أسلحة نووية.
وتبدو طهران تواقة للمضي قدماً ببرنامجها النووي، ولكن ليس إلى ذلك الحد من التهور الذي يجعلها تكشف بشكل سافر عن طموحات كهذه، ومن ثم تجلب على نفسها تدخلاً دولياً عنيفاً، بل إنها في واقع الحال تخفي تطلعاتها هذه تحت ستار من الغموض بإدعائها أن نشاطاتها النووية لا تهدف إلا لإنتاج طاقة كهربائية لأغراض مدنية خالصة، بيد أن إيران في هذه الأثناء ربما تخفي بعداً عسكرياً لتلك النشاطات.
ولو اتيحت لإيران تجعلها واثقة بقدرتها على مماطلة المجتمع الدولي دبلوماسياً، لتتمكن في نهاية المطاف من إجتياز عتبة صناعة الأسلحة النووية، وحينئذٍ، ما العواقب التي ستترتب على الأمن الدولي مع بروز إيران كدولة مالكة لأسلحة كهذه، سواء أعلنت عنها عبر تجارب نووية كما فعلت كوريا الشمالية، أم أخفت "القنابل في القبو" وفقاً للنهج الإسرائيلي؟ وما طبيعة القوة والنفوذ اللذين ستحصل عليهما إيران بإمتلاكها أسلحة نووية؟ وما ردّات فعل دول الخليج وإسرائيل على أمر كهذا؟ وما الذي يتعين على واشنطن أن تفعله في الخليج غير ما تفعل الآن للتأقلم مع إيران المسلحة نووياً؟ وما وقعُ التحولات والتناغمات التي ستلجأ إليها إيران ودول المنطقة والولايات المتحدة الأمريكية معاً على أمن منطقة الخليج وإستقرارها؟.
هذا ما تعالجه هذه الدراسة والتي حملت عنوان "البرنامج النووي الإيراني والإنعكاسات الأمنية على دولة الإمارات العربية المتحدة ومنطقة الخليج العربي".
