يطرح رالف غولدمان في هذا الكتاب تساؤلاً يثير الكثير من المشاعر إزاءه، فهل ما زالت الحرب هي الحل الوحيد لما يعترض العالم من مشاعر أن هناك وسائل متاحة أخرى تبين لنا جميعاً أن الحرب "شأن عتيق الطراز وقد عفى عليه الزمن" كما يقول. إن ما يود قوله هنا أن النظام السياسي الراسخ والمستقر للأحزاب هو البديل المؤسسي الأكثر فاعلية للحرب، وهو يورد أمثلة مستقاة من بعض الشعوب، ولا يتطلب الأمر لمعرفة مدى إمكانية تحقق ذلك من إلقاء نظرة فاحصة على التاريخ فهو يؤكد أن بعض الشعوب قد تمكنت من وضع حد نهائي للحروب الأهلية بعد أن عاشت قروناً من الصراع الأهلي العنيف بين النخب.
يعتقد غولدمان أن الحروب تقع عندما لا تحاول المؤسسات السياسية القيام بعمل يحد من النزاع أو عندما تفشل في توفير البديل لعلاج النزاع والمشكلة تكمن في النزاع وعدم الثقة بين النخب. إن الحروب تقع على الأرجح عندما تفجر المؤسسات السياسية عن تطويق سلوك النزاع بين النخب بصورة كافية وتفشل في توفير ميادين وعمليات بديلة للصراع لا تتضمن اللجوء إلى العنف والكاتب يقدم دروساً مستقاة من الحالة الأميركية إذ مرت الولايات المتحدة بحرب داخلية كبيرة بين عامي 1861-1865 وكانت بعض مليشيات الولايات في عام 1860 أفضل تسليماً من جيش الحكومة الفدرالية.
وكان الجيش الفيدرالي قبل الانفصال تحت قيادة مواهب عسكرية مميزة جميعها تقريباً من الجنوبيين حيث لعبت حكومات الولايات في كل من الشمال والجنوب دوراً أساسيا في تعبئة القوات وتزويدها بالمعدات في مستهل الحرب الأهلية وبعد أن وضعت الحرب أوزارها، وبعد تطورات شملت المؤسسات العسكرية والتمثيلية والحزبية، أصبح الكونغرس منذ نهاية فترة إعادة البناء مؤسسة شاملة وفاعلة سياسياً، وأصبح النظام الحزبي نظاماً مستقراً يوفر القناة الضرورية لاختيار القيادات وتنافس النخب في صفوف الشعب الأمريكي.
