يؤثر التوقيت في نجاح العمل تأثيراً عظيماً، فمن عرف الوقت المناسب لأي تصرف، ثم راعى ذلك الوقت كان من أعظم أسباب نجاحه بإذن الله تعالى. وأصل التوقيت تحديد الوقت وهو الوقت وهو الزمان، لكن توسعت الشريعة، واستعملت التوقيت والمواقيت بما يشمل تحديد الزمان والمكان، وقد تنوع التكليف بالتوقيت في العبادات. فهناك توقيت موسع يتسع للغرض المطلوب وغيره، مثل أوقات الصلاة، وتوقيت يسمى (المعيار)، لا يتسع إلا للغرض المطلوب فيه، مثل شهر رمضان، وهناك عبادات مكلفة في الوقت مثل الصدقات... وغير ذلك لا نطيل به. وكذلك القول بالنسبة للتوقيت المكاني.
وهذه الرسالة فريدة في هذا الباب، انبرى فيها الدكتور "نزار محمود قاسم الشيخ" لدراسة هذا الموضوع الحيوي فأحسن تنظيمه، ورتب أقسامه، وفصل الدراسة، وحقق مسائل مشكلة، وحل قضايا معقدة، كما في الوقت الفاصل بين الظهر والعصر، والصلاة في الأوقات المنهي عن الصلاة فيها، ومن فرق بين ذات السبب وغير ذات السبب كالشافعية ومن معهم، ومن لم يفرق كالحنفية ومن معهم. ومواقيت الإحرام، وكيفية التوفيق بالنسبة للإحرام بالعمرة للمكي ومن بمكة، وبطلان تقديم العمل على وقته، باستثناء الزكاة عند بعض الفقهاء على تفصيل لهم فيه، وغير ذلك كثير يدل على تمكن الباحث الدكتور الشيخ نزار، وعمق نظره الفقهي.
