لقد ارتأى هذا الكتاب أن يضع في أولوياته الكشف على الخلل الذي مس رؤية التدبير في المؤسسات التعليمية من خلال عرض مختلف الوضعيات النظامية التي كانت عليها الإدارة التربوية إبتداء من المراسيم التشريعة القديمة 2002/1985/1967 إلى غاية بروز الحاجة الملحة والضرورية للإصلاح الجدري، المتمثل في "الميثاق الوطني للتربية والتكوين" ومن بعده البرنامج الإستعجالي.
لهذا اختص الفصل الأول برصد أنماط التدبير القديمة والمهام الموكلة للمدير في ضوء النصوص التشريعية القديمة والمراسيم المنظمة لمهامه... وذلك بهدف المقارنة بينها وبين ما جاء في الميثاق تأكيداً على الطابع الحداثي والعلمي لجميع بنوده ومواده.
أما الفصل الثاني فقد تعرض إلى السياق الوطني الذي أدى إلى ظهور البوادر الأولى للإصلاح وحاول من خلال مناقشتها التأكيد على الجهد الوطني الذي يقف وراء الرغبة في إصلاح منظومة التعليم، يحاول الفصل الثالث من البحث، الإجابة عن هذه الأسئلة التي سيتم من خلالها تشخيص العلل التي لا زالت عالقة بالعمل الإداري التربوي، والتي تستند في الكشف عنها على مجموعة من الوقائع المنبثقة من الميدان.
إن موضوعية هذا الكتاب تتأتى من جوهر عمله المبني على المعاينة الميدانية لواقع التدبير التربوي ببلادنا، وهو الأمر الذي احتاج منا التنقل بين المؤسسات التعليمية بمختلف مواقعها الجغرافية الإقليمية للوقوف على صور التدبير المختلفة.
إن الكتاب ينطوي على شقين رئيسين؛ شق نظري يحدد مفاهيم الحكامة من جهة، ويرصد أشكال تطور صورة المدير في ضوء تطور المساطر التشريعية من جهة أخرى، وشق تطبيقي يرتكز على الواقع والميدان لبناء الأحكام ولإعطاء تصور حقيقي حول نوع الحكامة المراد تثبيتها في الواقع الإداري المغربي مع إعطاء البدائل لمجموعة من العثرات الموجودة في الطريق.
