يعيش العالم العربي العديد من المشكلات السياسية والاقتصادية المتمثلة بشح الموارد الطبيعية في بعض الأقطار وسوء استخدامها في أقطار أخرى، بالإضافة إلى المشكلة السكانية، فتبرز الإدارة الفاعلة وسيلة ناجعة لمواجهة هذه التحديات، وهذا يتطلب قيادات إدارية ذات كفاءة، قادرة على تفعيل منظماتها. وبما أن التخطيط هو الوظيفة الرئيسة للإدارة، فينبغي أن تمتلك القيادات الإدارية مهارات التخطيط في مجال وضع الأهداف المستقبلية واختيار البديل المناسب والمعرفة في كيفية استثمار المدخلات استثماراً أمثل بهدف الحصول على مخرجات أفضل دون زيادة في الكلفة، أي المفاضلة بين البدائل مع مراعاة التكلفة الاقتصادية. وعليه فقد بحث هذا الكتاب في الأنماط القيادية لمديري المدارس الثانوية المهنية في الأردن من وجهة نظر المعلمين وعلاقتها بالرضا الوظيفي، وبحث كذلك في إدارة الوقت وعلاقتها بالقيادة الابداعية لدى عمداء كليات جامعة البلقاء التطبيقية، وتقويم أداء المشرفين التربويين في الأردن، ليبحث بعدها في المناخ التنظيمي في المدارس الثانوية من وجهة نظر الادارة المدرسية والهيئة التدريسية في وهران "الجزائر".
