يشغل موضوع انضمام لبنان إلى منظمة التجارة العالمية (WTO) ذهن الكثيرين سواء القيمين منهم على شؤون منظمة التجارة العالمية أم المهتمين عامة بأمور الاقتصاد والتجارة والقانون وحتى السياسة. فقد كان لبنان في سنة 1947 أحد الأعضاء المؤسسين الثلاثة والعشرين للاتفاق العام للتعريفات الجمركية والتجارة، أو ما يعرف بالـ "الغات". إلا أنه انسحب منها بعد مرور نحو ثلاث سنوات على تأسيسها وهو الآن يدق باب الغات من جديد بعد أ، تحولت إلى منظمة التجارة العالمية في كانون الثاني 1995. وقد تقدم بطلب عضوية إلى المنظمة في أوائل العام 1999 وهو يتمتع منذ 14 نيسان 1999 بصفة عضو مراقب وذلك حتى استكمال مفاوضات الانضمام.
يتناول هذا الكتاب سرداً لأهم المبادئ والقواعد التي تقوم عليها اتفاقيات منظمة التجارة العالمية وسلفها الغات. كما يتناول مسألة تطبيق هذه الاتفاقيات مستقلاً في لبنان ويستعرض ملاءمة النظام الاقتصادي والتجاري والقانوني لقواعد المنظمة والتغييرات اللازمة لاستكمال عملية الانضمام.
ويستعرض المغالطات الشائعة حول ماهية المنظمة وانعكاساتها على لبنان، ويتناول الفرص والتحديات الناتجة عن العضوية.
