يتضمَّن هذا الكتاب عدداً من الأوراق البحثية التي قُدِّمت في مؤتمر «المراكز البحثية ودورها في دعم السياسة العامة» الذي نظمه مركز الإمارات للدراسات والبحوث الاستراتيجية في 10 ديسمبر 2014. ويتطرق في فصله الأول إلى إبراز الدور الاستشرافي لمؤسسات الفكر في الخليج العربي، خلال السنوات العشرين المقبلة. ويعرض الفصل الثاني عرضاً مفصَّلاً نموذجاً من المراكز البحثية الفرنسية، هو مرصد الدراسات الجيوسياسية. أمَّا الفصل الثالث فيقدِّم رؤية استشرافية للدراسات المستقبلية في المراكز البحثية العربية.
ومن المعلوم أن المراكز البحثية تسعى، في جوهر عملها، إلى تقويم الممارسة السياسية اعتماداً على المعرفة العلمية، ومدِّ الجسور بين أهل الفكر وصناع القرار؛ من خلال توفير البحوث والدراسات، وإجراء التحليل المعمَّق للقضايا، وتقديم الرؤى والمقترحات والنصح والمشورة لدعم السياسات العامة التي تساعد على فهم تعقيدات الواقع، وترتيب الأولويات، واتخاذ الخيارات المدروسة بشأن القرارات ذات النفع العام.
ولعله من نافلة القول التذكير بالأهمية المتزايدة لخدمات المراكز البحثية في تنمية قدرات الدولة على التوقُّع واستشراف المخاطر، ومن ثم حاجتها إلى توسيع مساحة الحرية البحثية ودعمها؛ ما من شأنه تعزيز فرص اتخاذ السياسات والاستراتيجيات المناسبة.
وتهدف المراكز البحثية، بوصفها مؤسسات للفكر والرأي، عبر توظيف خبراء ذوي وجهات نظر متنوعة وثقافات وخلفيات متعددة، إلى تحقيق التزام مشترك بالرغبة في الوصول إلى الحقيقة واقتراح الحلول. ولا يقتصر دور المراكز البحثية على التأثير في السياسات، بل يمتد ليشمل الإسهام في عمليات صنع القرار.
