أن مجال السياسات العامة هو مجال حديث وهام في علم السياسة، فهو أداة هامة لتقويم أداء النظام السياسي وفاعليته، إذ أنه لا يكتفي بدراسة مضمون السياسة وإنما يتطرف إلى كيفية صنعها، وتكلفتها وبدائلها وكيفية تنفيذها، والمطابقة بين الأهداف المعلنة والنتائج العملية للتطبيق ويدخل في ذلك تحليل الآثار المتوقعة وغير المتوقعة من تنفيذ سياسة ما. وينصرف مضمون هذه الدراسة إلى البحث في رؤية مفادها أن السياسة العامة هي نتائج تفاعل ديناميكي معقد يتم في إطار نظام فكري بيئي سياسي محدد تشترك فيه عناصر معينة رسمية وغير رسمية يحددها النظام السياسي؛ وأهم هذه العناصر هي: دستور الحكم في الدولة، الأيديولوجية أو الفلسفة السياسية الحاكمة، السلطة التشريعية، السلطة التنفيذية، السلطة القضائية الأحزاب السياسية، جماعات النفع العام والخاص الصحافة والرأي العام، الإمكانات والموارد المتاحة وطبيعة الظروف العامة للبلد. فالسياسة العامة هي خطط أو برامج أو أهداف عامة أو كل هذه معاً، يظهر منها إتجاه العمل للحكومة لفترة زمنية مستقبلية، بحيث يكون لها المساندة السياسية وهذا يعني أن السياسة العامة هي تعبير عن التوجيه السلطوي أو القهري لموارد الدولة، والمسؤول عن التوجيه هو الحكومة. ولذلك تعتبر دراسة السياسة العامة أداة علمية منظمة وموضوعية لتقويم أداء النظام السياسي وفاعليته، من خلال فهم وتحليل وتقييم الكيفية التي تمارس بها الحكومة دورها في خدمة المجتمع، والمساهمة في تحسين مستوى كفاءة الأداء الحكومي سواء في رسم أو تنفيذ أو تقييم السياسة العامة.
