وقد تناول المؤلف فيه: مفاهيم الرأى العام وأهميته وعلاقته بالسلطات الحكومية وبالإعلام فضلًا عن استقراء تاريخ الرأى العام من الحضارات القديمة حتى القرن الحادي والعشرين، كما تناول كيفية تكوين الرأي العام وتغييره ونظريات الرأي السياسي المتصلة؛ وكذا الخلفية الثقافية والنفسية والاجتماعية للرأى العام، مع دراسة الظاهرة الجماهيرية والرموز السياسية وغيرها من الأساطير والإشاعات وأهمية الزعامة والقيادة في ابتكار الحلول وتنفيذها؛ وقد عالج الكتاب التنشئة الاجتماعية والسياسية ودور الحكومات والجماعات الضاغطة والأحزاب السياسية في تكوين الرأي العام، ويختم المؤلف كتابه بدراسات عن مدى فعالية الرأي العام في الديمقراطيات خصوصًا بالنسبة للسياسة الخارجية ودراسة حالة في كل من أمريكا وكندا وبريطانيا ثم الرأي العام في الإسلام، وبعض المسوحات الخاصة باتجاهات الرأي العام العربي بالنسبة للحرب الأمريكية على العراق، وعن أوباما وخطابه للعالم الإسلامي.
