تشحد على صفحات هذا الكتاب، وفي سياق منهجي منتظم، أبرز نتاجات الفكر الإنساني في عصور القديمة والوسطية والحديثة المعاصرة، أهم إجاباته عن الأسئلة المتعلقة بظاهرة السلطة السياسة. وإذ نقدم للقارئ هذه الدراسة في الفكر السياسي، فإننا نحاول عبرها أيضاً، الإجابة عن أسئلة طالما راودت متابعي هذا الفكر والمهتمين بشؤونه وفي مقدمتها تلك المتعلّقة بالعلاقة التأثيرية المتبادلة بينه وبين حواضنه البيئية الطبيعية والاجتماعية.
وباستهداف الإجابة عن هذه الأسئلة، وأخرى كثيرة غيرها، حرصت الدراسة على معالجة موضوعها من منظور مركب:
منظور إنساني شمولي يمد نطاق اهتمامه ليطال كل عصور الحضارة الغربية التي توفرت لدينا عنها معارف تكفي للحديث عن فكرها السياسي والتعريف به.
منظور تفاعلي جدلي يلاحظ أثر المتغيرات البيئية المادية الطبيعية منها والإنسانية الاجتماعية وفي تكوين الأفكار وتطورها وتغيرها انطلاقاً من الإيمان بأن الأفكار لا تولد من فراغ ولا تنمو أو تمارس أدوارها في فراغ.
منظور منهجي يوزع موضوعات الفكر السياسي على أربعة أسئلة محورية يفترض أنه يسعى للإجابة عنها أينما كان هذا الفكر ومتى كان وحيثما كان، وهذه الأسئلة هي: - ما هو أصل السلطة السياسية؟ - ها هو شكل السلطة السياسية؟ - ما هي وظيفة السلطة السياسية؟ - ما هي أسباب ووسائل وأساليب تداول السلطة السياسية؟
وإذ تبدو مهمة دراسة الأفكار السياسية كلها عبر عصور التاريخ المتعاقبة، متعسرة بل تكاد تكون مستعصية تماماً، فقد اخترنا نماذج أساسية من تلك الأفكار، افترضنا أنها تعبر عن عصورها ومجتمعاتها، وتعكس طبيعتها وخصائصها، واعتمدنا في اختيار تلك النماذج، أسلوباً انتقائياً شابته صعوبة جوهرية تمثلت في طبيعة المعيار المستخدم في هذا الانتقاء.
