يأتي الإهتمام بمفهوم النخبة التكنوقراطية في إطار تصاعد دور هذه النخبة في المجتمعات المعاصرة، لا سيما المتقدمة منها، حيث باتت هذه المجتمعات أكثر تعلقاً بالنشاط الذي تتعين بموجبه النخبة التكنوقراطية، ويعنى ذلك أنها باتت أكثر تعلقاً بالمعرفة العلمية، بعد أن تحولت إلى مجتمعات معرفية بالدرجة الأساسية، ليصبح هذا التحول يشكل في الواقع السمة المميزة لهذه المجتمعات، لينتهي هذا التحول إلى نهوض إقتصاد والمعلومات ومعه نهضت المجتمعات المعلوماتية.
وكان "دايروذرفور Dyer Wither Ford" قد حدد معالم هذه المجتمعات بالنقاط التالية: 1-إن العالم المعاصر يدش مرحلة جديدة من مراحل الحضارة، وتبدو حركة هذا العالم قابلة للمقارنة مع تلك التي تمت أثناء العبور من مجتمعات الرعي إلى مجتمعات الصناعة، 2-إن المصدر الحاسم في المجتمعات المعاصرة سيتمثل بالمعرفة التكنو- علمية، لذلك لن يكون هناك التكنيك من جهة، والعلم من جهة أخرى، وإنما سيكون هنالك، بالأحرى، تشكيلة تضم الإثنين معاً، 3-إن الديناميكي المحرك للمجتمعات المعاصرة سيتكون من الإختراعات والإبتكارات المتعلقة بتكنولوجية المعلومات والإتصالات، 4-إن إنتاج الثروات الإقتصادية سيعتمد، أكثر فأكثر، على إقتصاد المعلومات الذي يميل فيه تبادل المعلومات وإستعمالها إلى التفوق بشكل واسع بالقياس إلى العمليات الكلاسيكية للإنتاج.
ضمن هذه المقاربات تأتي الدراسة في هذا الكتاب حول المفهوم العام للنخبة التكنوقراطية حيث تميزت هذه النخبة مع تصاعد الثورة المعلوماتية، وتتوزع متابعة الباحث لهذا المفهوم العام للنخبة التكنوقراطية على فصل تمهيدي مكرس لدراسة الإطار المنهجي الخاص بدراسة مفهوم هذه النخبة، يتلوه فصلان، في الفصل الأول يحاول الباحث الكشف عن طبيعة النشاط الإجتماعي الذي تتعين بموجبة النخبة التكنوقراطية بالتساؤل عما هو التكنوقراطي، والمقومات التي تتخذها هذه النخبة بالتساؤل عما هو التكنوقراطي، والمقومات التي تتخذها هذه النخبة بفضل النشاط الإجتماعي الذي نتعين بموجبه، وسيتم تكريس الفصل الثاني، وفي إطار تحديد خصوصية النخبة التكنوقراطية، لمتابعة أوجه الشبه والإختلاف بينها وبين الأصناف الإجتماعية الأخرى المقاربة.
