تناول المؤلف في هذا الكتاب الشعراء الصعاليك في العصر الإسلامي، لما للموضوع من قيمة فكرية تاريخية اقتصادية واجتماعية وسياسية، وما له أيضاً من قيمة فنية، ولأنه لم يفرد له كتاب مستقبل، ولم يبحث بحثاً وافياً من قبل. والكتاب موزع بين خمسة فصول، جعل أولها للشعراء الصعاليك في صدر الإسلام، فعرض فيه لضعفهم، وتأثير كثير منهم بالإسلام، ورواسب الصعلكة عند قليل منهم، وجعل الفصول الأربعة الباقية للشعراء الصعاليك في العصر الأموي، فعرض فيها لأسباب نشأتهم وقوتهم وفئاتهم وحياتهم، وعصاباتهم وممارساتهم، ومشكلاتهم وغاياتهم، وموضوعات أشعارهم، وخصائص قصائدهم ومقطوعاتهم، وأعلامهم وقادتهم، واتبع المؤلف في عرض مختلف هذه الموضوعات المنهج الأدبي، ولم يداخل بينه وبين غيره من المناهج، فأورد جميع ما عثر عليه من أشعار الصعاليك الإسلاميين من مخضرمين وأمويين وحلله، واستخلص منه النتائج، وبنى عليه الأحكام، دون تأول في التحليل والاستنتاج، أو تمحل في إصدار الأحكام، ورجع من الكتاب إلى مصادر متنوعة، مثل كتب الأدب، والدواوين ومجموعات الشعر، وكتب الطبقات والتراجم، وكتب الإنسان، وكتب الفرق، وكتب التاريخ، وكتب البلدان...
