يدور موضوع هذا الكتاب حول الشعراء الصعاليك في صدر الإسلام والعصر الأموي، ونظراً لما لهذا الموضوع من قيمة فكرية تاريخية من النواحي الاقتصادية والاجتماعية والسياسية، ولما له من قيمة فنية، ولأنه لم يفرد له كتاب مستقل، ولم يدرس دراسة كافية من قبل، والكتاب موزع بين خمسة فصول، جعل المؤلف أولها للشعراء الصعاليك في صدر الإسلام، عارضاً فيه ضعفهم وتأثر كثير منهم بالإسلام، ورواسب الصعلكة عند قليل منهم، جاعلاً الفصول الأربعة الباقية للشعراء الصعاليك في العصر الأموي، عارضاً فيها لأسباب نشأتهم وقوتهم، وفئاتهم وحياتهم، وعصاباتهم، ومحارساتهم، ومشكلاتهم، وغاياتهم، وموضوعات أشعارهم، وخصائص قصائدهم ومقطوعاتهم، وأعلامهم، وقادتهم، متبعاً المنهج التاريخي مورداً جميع ما عثر عليه من أشعار الصعاليك في صدر الإسلام والعصر الأموي، محللاً له، ومستخلصاً منه النتائج، وبانياً عليه الأحكام، دون تأول في التحليل والاستنتاج، أو تمحل في إصدار الأحكام، وقد رجع المؤلف في استقاء معلوماته إلى مصادر متنوعة، مثل كتب الأدب، والدواوين، ومجموعات الشعر، وكتب الطبقات والتراجم، وكتب الأنساب، وكتب الفرق، وكتب التاريخ، وكتب البلدان، كما رجع إلى طائفة من الدراسات الفكرية والأدبية والتاريخية الخاصة بعهد بني أمية.
