يطرح هذا الكتاب سؤالاً لمحاولة فهم أسباب فشل محادثات السلام الفلسطينية - الإسرائيلية التي امتدت بين 1991 و1997، وانهيارها في إثر فشل التوافق في محادثات كامب ديفيد في سنة 2000 بين الفلسطينيين والإسرائيليين.
وفي سياق البحث عن جواب لهذا السؤال – وبعد ثمانية أعوام على الانتفاضة الفلسطينية الثانية التي تفجرت في سنة 2000 - يفحص الكتاب أحد الجوانب البارزة في المفاوضات الثنائية، وهو بينة وأداء فريق التفاوض الفلسطيني، اللذان يرى الكاتب أنهما أثرا كثيراً في نتائج المفاوضات. ويركز الكتاب على التفاعل بين قيادة منظمة التحرير الفلسطينية خارج المناطق الفلسطينية المحتلة، وبين القيادة المنبثقة من جمهور الفلسطينيين في المناطق التي تسيطر عليها إسرائيل، وما رافق ذلك من تضارب في المصالح عندما أزفت ساعة الاتفاق الختامي.
وكون المؤلف عضواً في القيادة الفلسطينية في الداخل وكان موجوداً في أثناء العملية التفاوضية في مدريد وواشنطن، فإنه يُضَمّن الكتاب معلومات أصلية - لم تنشر من قبل – عن مفاوضات واشنطن المتعددة الأطراف وعن اجتماعات فلسطينية داخلية مهمة، تفيد في فهم أداء الفلسطينيين خلال المفاوضات، وتأكُّل جهود إحلال السلام، وما نشأ عن ذلك من تشدد في المواقف وميل متزايد نحو العنف.
