باتت قضية البيئة من القضايا الرئيسية التي تشهد اهتماماً متزايداً في المجتمع اللبناني، وخصوصاً بعد تفاقم الآثار السلبية التي تتعرض لها مختلف النظم البيئية في لبنان، وبعد سنوات طويلة من الإهمال ومن التعاطي العشوائي مع هذه النظم.
وعلى الرغم من وجود قواني واضحة في لبنان تنظم العلاقة بين الإنسان والبيئة، ومن وجود مؤسسات أهلية ورسمية تقوم بضبط هذه العلاقة، فإن لبنان لا يزال يعاني غياب المرجعية الرسمية الموحدة التي تنحصر فيها صلاحيات تطبيق القوانين واتخاذ الإجراءات الكفيلة بالحفاظ على سلامة البيئة.
يعرض هذا الكتاب أهم المشاكل التي تواجهها البيئة في لبنان ويقترح إنشاء "المصلحة اللبنانية لحماية البيئة" كمصلحة مستقلة جديدة مهمتها حماية الموارد الطبيعية وصيانتها وتأمين تخطيط أفضل لها، وتتمتع بصلاحية التدخل بموجب القانون وصلاحية تنفيذ الإستراتيجيات الخاصة بالبيئة حين تتعرض مصلحة الوطن للخطر.
