منذ منتصف السبعينيات وحتى الآن لم تشهد أسواق النفط استقراراً أو ثباتاً بل تميزت بالاضطراب والتقلب، إذ أن أسعار النفط تتأثر بشكل مباشر بالأحداث العالمية المختلفة، كالنزاعات ولمضاربات والشائعات والتصريحات، إضافة إلى تأثرها بقوى السوق من عرض وطلب ومخزونات نفطية وطاقات إنتاج وعوامل أخرى. خلال السنتين الماضيتين تدهورت حالة الأسواق بشكل كبير، مما أدى إلى انهيار أسعار النفط مستويات لم تشهدها منذ منتصف الثمانينيات، وسبب ذلك يعود إلى وجود فائض نفطي في الأسواق يفوق حاجة السوق الفعلية بكثير.
ومما يساعد على ذلك الأزمة الاقتصادية التي ألمت بدول شرق وجنوب آسيا، إضافة إلى اليابان وروسيا ودول أخرى في العالم، حيث كان لهذه الأزمة أثرها المباشر على تدهور استهلاك الطاقة ومن ثم اختلال ميزان العرض والطلب على النفط على المستوى العالمي. كان لمنظمة الأقطار المصدرة للنفط (أوبك) دور بارز في عملية إعادة الاستقرار إلى أسواق النفط بعد الانهيار الذي لحق بها في نهاية عام 1998 وبداية عام 1999، من خلال اتفاقيات تخفيض الإنتاج لدول المنظمة ومنتجين من خارجها استطاعت منظمة الأوبك إعادة التوازن بين العرض والطلب إلى الأسواق النفطية، وبذلك شهدت أسعار النفط تحسناً مستمراً فاق التوقعات، منذ الربع الثاني من عام 1999 وحتى وقتنا الحاضر. في هذا الإطار تأتي الدراسة في هذا الكتاب: حاول الباحث استشفاف أسعار النفط خلال عام 2000 وما بعده وبيان دور منظمة الأوبك في ثبات أو تغيير تلك الأسعار.
