ولد في قضاء الهندية التابع لمحافظة كربلاء جمهورية العراق في عام 1949 .
أكميل دراسته الابتدائية والمتوسطة في مدينة السماوة ثم انتقل إلى كربلاء لاكمال دراسته الاعدادية .تخرج من جامعة بغداد كلية القانون والسياسة عام 1974.
سافر إلى فرنسا لاكمال دراسته العليا فيها، حصل على دبلوم الدراسات المعمقة ثم حصل على شهادة الدكتوراه حلقة ثالثة في الدراسات السياسية جامعة كرينوبل معهد الدراسات والعلوم السياسية عام 1984.
• أستاذ جامعيّ درّس في جامعتي: بغداد والمستنصريّة.
• باحثٌ في الشؤون السياسيّة.
• له كتب عديدة، منها: ـ المشروع النهضوي العراقي وثوابت السياسة الأمريكية في الشرق الأوسط (1993) ـ الأمة العربية ومشاريع التفتيت (1998) ـ الوحدة الأوروبية والوحدة العربية: الواقع والتوقعات (2001) ـ الفكر السياسي الأمريكي المعاصر: صراع الحضارات وأحداث الحادي عشر من سبتمبر (2003)
Book Description
"المرجعية الفكرية للخطاب السياسي-الاستراتيجي الأمريكي" كتاب يكشف عن الأهداف السياسية الكامنة في المضمون الذي يطرحه الفكر الغربي المعاصر. وهو يعرض لموضوعه صراع الحضارات فيتناول الخطاب الفكري والسياسي الأمريكي ما قبل الحادي عشر من سبتمبر والذي تجسد في الكتابات التي انطلقت في مطلع عقد التسعينيات من القرن الماضي. وما تمخض عن الصراع الفكري الذي احتدم في الأوساط الفكرية والسياسية والأمريكية لما بعد الحادي عشر حيث المقولات الجديدة التي حاولت إعادة الروح للمقولات السابقة.
والمؤلف يسلط الضوء على النصوص التصارعية للحضارات فيفكك مقولاتها وافتراضاتها كما يتحدث عن المركزية الفردية وإشكالية تكوينها والتي شكلت المرجع الذي استحدثت منها هذه المقولات وأصولها وتصوراتها.
يذكر المؤلف أن كل حضارة من الحضارات الإنسانية التي زخر بها التاريخ ادعت أنها مركز العالم ولكن بدرجات مختلفة ويعرض المؤلف للرؤية الجديدة لأعمدة الفكر السياسي الأمريكي المعاصر إزاء أحداث الحادي عشر من أيلول وبيان الحرب العادلة وما أثارته هذه الرؤية والبيان من ردود أفعال معارضة، والكاتب يدعو إلى قراءة موضوعية لأسباب وجذور الإرهاب والتخلي عن سياسات القوة وحل المشاكل والأزمات بالطرق السليمة وعدم اختزالها في رؤية أحادية.
