الديمقراطية كما يعرفها مؤلف هذا الكتاب فكرة مستجدة تفرض نفسها باعتبارها الشكل الطبيعي للتنظيم السياسي، فضلاً عن كونها المظهر السياسي الذي تتجلى من خلالها حداثة قائمة على اقتصاد السوق من حيث شكلها الاقتصادي وعلى العلمانية من حيث تعبيرها الثقافي. لكن المؤلف يطرح في هذا الكتاب مسألة التخوف من الديمقراطية التشاركية ويدعو إلى ضرورة البحث خلف القواعد الإجرائية التي هي ضرورية بل لا غنى عنها لوجود الديمقراطية، عن كيفية تكون الإرادة التي تمثل مصالح الأكثرية وعن كيفية تعبيرها عن نفسها وعن كيفية تطبيقها.
والكتاب ينطلق من فكرة ليبرالية ومن تبن لتصور بسيط للديمقراطية وللحرية السلبية باعتبار أنها مجرد مجموعة من الضمانات ضد التعسف السياسي. فالمؤلف يرى أن علة وجود الديمقراطية هي الاعتراف بالآخر، كما أنها ليست ضرورية إلا إذا كانت ترمي إلى تسهيل الحياة المشتركة بين أفراد وجماعات مختلفين ومتشابهين في آن واحد وينتمون إلى مجموعة واحدة في الوقت الذي يتميزون عن الآخرين بل ويتعارضون معهم. لكن الاعتراف بالآخر ليس موقفاً وحسب، إنه يقتضي أشكالاًُ تنظيمية مجتمعية متعارضة على وجه الإجمال مع الأشكال التي أوجدتها حرية القدماء.
كما أن الديمقراطية تتحدد على نحو أوضح بالأعداء الذين تقارعهم أكثر مما تتحدد بالمبادئ التي تدافع عنها، فهي تتعرض للخطر في كل الأماكن التي يتبنى المجتمع فيها رفض الآخر ونبذه.
لماذا ينبغي ألّا نفهم الديمقراطيّة كمجرّد حكم للأكثريّة؟
هل العمليّة الديمقراطيّة مرشّحة لأن يهدّدها عدم التسامح، دينياً كان أو إثنيّاً أو قوميّاً؟
من خلال دراسته تاريخ وتطوّر مفهوم الديمقراطيّة وتطبيقاته، يحاول ألان تورين أن يعرّف المفهوم على نحو إيجابي. فالديمقراطيّة لا يمكن أن تنهض على القوانين وحدها بل ينبغي تأسيسها، أيضاً، على تطوّر التربية السياسيّة التعدّدية وعلى قلقٍ ما حيال العنف، فضلاً عن مفهوم حديث للمساواة.
يرى المؤلّف أنّ الديمقراطيّة نظام من التوسّط الدائم بين الدولة والعناصر الناشطة اجتماعيّاً. والعالم العربي الذي يتعرّض نسيجه الاجتماعي، الآن، لعدد كبير من التحدّيات، ربّما كان في أمسّ الحاجة إلى ما يطرحه ألان تورين ويثيره.
