أول ما يطالعنا الدستور اللبناني مقدمته التي تنص: لبنان وطن سيد حر مستقل، كما ورد في الفصل الثاني منه ما يلي: الحرية الشخصية مصونة وفي حمى القانون ولا يمكن أن يقبض على أحد أو يحبس أو يوقف إلا وفقاً للأحكام القانون، وحرية الاعتقاد مطلقة والدولة تكفل حرية إقامة الشعائر الدينية تحت حمايتها، والتعليم حر ما لم يخل بالنظام العام أو ينافي الآداب، أو يتعرض لكرامة الأديان والمذاهب، وحرية إبداء الرأي قولاً وكتابة وحرية الطباعة والاجتماع وتأليف الجمعيات ضمن دائرة القانون.
وكتاب المحامي "موريس نخلة" يأتي ليتحدث عن هذه الحريات إزاء القانون حيث يتحدث بداية عن الحرية عبر التاريخ، من ثم يستعرض محطات من الحرب اللبنانية مبيناً أنها قد وقعت من أجل الحرية، بعد ذلك يوضح معنى الحرية (الحرية الفردية والحرية العامة) ويوسع القول في كيفية المحافظة على الحريات، وفي التعديات التي يمكن أن تصيب الحرية من ثم يتوقف عند الحريات الطبيعية، الحياة الخاصة، حق احترام ذاتية الشخص، حرية التصرف بالجسد، حرية الرأي والسلطة والسياسة، حرية المعتقد، نظام الإذاعة والتلفزيون والمؤسسات السينمائية...
