ينسجم معدّو هذا التقرير الصادر عن مجموعة (ICG) حول الصرع الفلسطيني-"الإسرائيلي" الحالي، مع أنفسهم أو مع الجهات التي يعملون لها، حيث يذكرون "جهودهم البحثية الكبيرة" على كيفية إرشاد الأطراف المعنية بالصراع الدائر، أي كان العدو الصهيوني، السلطة الفلسطينية، الولايات المتحدة، وما يسمى بالمجتمع الدولي، إلى أفضل السبل "الواقعية" لتجاوز مسار "العنف" بين الفلسطينيين و"الإسرائيليين"، أي مسار المقاومة المسلحة والانتفاضة الشعبية التي لا تزال تؤرق العدو برغم تجريبه لكل الوسائل العسكرية وغير العسكرية للقضاء على هذه الانتفاضة، ومن دون جدوى حتى الآن. يرسم هذا التقرير-الدراسة مخططاً مفصلاً تشمل موجباته كل الجهات المعنية، لكن بعد أن يجري قراءة ميدانية "وتاريخية" للمفاصل الرئيسية التي تتحكم بالواقع الفلسطيني الراهن، قبيل وفاة الرئيس ياسر عرفات، قد تسهم برأي القائمين على التقرير في توجيه مسار "الترغيب والترهيب" المطروح على الشعب الفلسطيني والسلطة عموماً، وعلى قوى المقاومة تحديداً "كتائب الأقصى كنموذج"، كي ينتهي الأمر-كما يطمح هؤلاء-بإعادة عملية التفاوض بين الطرفين "الإسرائيلي" والفلسطيني التي يكون هدفها النهائي إقامة "دولة" فلسطينية مستقلة تتعايش بسلام مع كيان العدو وتلغي من الأذهان أي تفكير أو عمل يستهدف القضاء على هذا الكيان واسترجاع حقوق الشعب الفلسطيني المسلوبة منه!
