هذا الكتاب هو في الأصل أطروحة دكتوراه في الحقوق لدى الجامعة اللبنانية عام 2006 ناقشت فيها المؤلفة حقوق اللاجئين الفلسطينيين بين الشرعية الدولية والمفاوضات الفلسطينية الإسرائيلية، وذلك في أربعة فصول مقسمة إلى 12 مبحثاً.
يستغرق البحث في تعريف اللاجئ لأي بلد، وحقوقه، ومصادر حمايته، والتشريعات المتعلقة بذلك، حوالي نصف الكتاب. والأمر المهم في ذلك أن هذا ينطبق فقط على اللاجئين بصفة العموم، حسب تعريف المفوضية العامة اللاجئين "UNHCR" ولا ينطبق على اللاجئين الفلسطينيين.
أما النصف الثاني من الكتاب، فيتعلق باللاجئين الفلسطينيين، فهو يناقش كيفية نشوء قضية اللاجئين الفلسطينيين، وحقوقهم في العودة والتعويض، وحق تقير المصير، كما يناقش أوضاعهم القانونية في البلاد المضيفة، عربية وأجنبية، كما يناقش الكتاب نشوء وكالة الغوث "UNRWA" وتقديمها الخدمات لهم.
وعلى الرغم من أن الأمم المتحدة نفذت تعهداتها منذ عام 1950، بتقديم المعونة والخدمات للاجئين الفلسطينيين عن طريق وكالة الغوث، إلا أنها لم تنفذ تعهداتها بعودتهم أو حمايتهم إلى حين عودتهم.
هذا الكتاب هو خلاصة جهد خمس سنوات للباحثة، نالت به شهادة الدكتوراه في الحقوق من الجامعة اللبنانية سنة 2007.
الكتاب يعالج بشكل منهجي علمي، وبأسلوب واضح سلس، حقوق اللاجئين الفلسطينيين في القوانين والمؤسسات الدولية، ويتابع بقراءة موضوعية ناقدة كيف تم التعامل مع هذه الحقوق في المفاوضات الفلسطينية الإسرائيلية.
يتميز الكتاب بمادته العلمية الثرية الموثقة، وبإحصاءاته ومقارناته وتحليلاته واستنتاجاته.
وهو كتاب لا غنى عنه لجميع المهتمين والمتخصصين بالشأن الفلسطيني، ولجميع المعنيين بأوضاع اللاجئين وحقوق الإنسان، ولجميع مؤسسات الدراسات ومكتبات الجامعات.
