يعتبر المنهج مجموعة المؤثرات التي يتعرض لها التلميذ سواء أكانت هذه المؤثرات التربوية داخل المدرسة أو خارجها بشرط اشراف المدرسة عليها وبشرط أن تحقق هذه المؤثرات النمو الشكلي للتلميذ مرتفع به النمو الجسمي والعقلي والاجتماعي والنفسي وبشرط أن تحقق هذه المؤثرات الأهداف التربوية المنشودة، فالأهداف كثيرة منها أهدافا خاصة بالفرد وأهدافا خاصة بالمجتمع وأهدافا خاصة بالمدرسة التي تقدم وتشرف على هذه المؤثرات.
ولا بد أن ينظم هذا المنهج، أي لا بد من تنظيم هذه المؤثرات التربوية بطريقة منظمة بعيدة عن الارتجالية وبعيدة عن الخطأ والحشو والتطويل، لذلك لزم علينا نحن المربون أن نحسن اختيار وانتقاء وتنظيم هذه المؤثرات.
ومن هنا جاءت فكرة تخطيط المنهج فهذه العملية إجراء يسبق تطوير المنهج أو تغيير أوضاعه، فتخطيط المنهج عملية قرار خاص بهذه المؤثرات.
وهذا القرار يتضمن الإجابة عن أسئلة رئيسية أربع هي:
1-ما الهدف من هذه الخبرات التربوية أو المؤثرات التربوية التي ستقدمها للتلميذ؟.
2-ما هي الخبرات والمؤثرات التربوية التي يمكن أن تضعها؟.
3-كيف تنظيم هذه المؤثرات بطريقة فعالة؟.
4-كيف تقوم هذه المؤثرات؟.
هذا ما حاول هذا الكتاب الإجابة عليه.
